A Canandaigua teacher is facing sex abuse charges after police say she had an ongoing relationship with a male student.

On Tuesday, the City of Canandaigua Police Department arrested 44-year-old Lisa Footer of Manchester for allegedly having sexual contact with a 16-year-old boy.

Lisa Footer, a Spanish teacher at Canandaigua Academy, is accused of having sexual contact with a 16-year-old male student in the parking lot of a South Main Street business. This is the third time an employee of Canadaigua Academy has been arrested on sexual related charges since 2010.

For some Canandaigua parents, these accusations are far too familiar.

"Oh no, not again. I think it's like the third time or something,” said one parent.

Lisa Footer has been charged with sexual abuse in the third degree, forcible touching, and endangering the welfare of a child.

“It's not right, no matter what they say, it's not right or what you feel, it's not right."

The charges have put the Academy under the microscope yet again. In 2010, Marla Gurecki-Haskins, also a teacher at Canadaigua Academy, was sentenced to 45 days in jail after having sexual contact with a 17-year-old student. Then in March 2012, 42 year old Thomas Spina, a teacher's aide, was charged after police allegedly found sexually themed text messages from him in a 15-year-old female student's phone.

The Canandaigua City School District released a statement, saying in part:

"The District immediately began cooperating with law enforcement. The Canandaigua City Police Department has advised the District that there is no evidence of inappropriate behavior with a minor on school grounds."
"Unfortunately, every profession has some bad apples,” said Detective Scott Kadien.

Kadien, with the City of Canandaigua Police Department, says the charges shouldn't negatively reflect upon the school district and that they are fully cooperating. Kadien spoke with the victim's parents.

"Everyone's upset. They're concerned about their child and are going to do their best to protect him. In my opinion, she abused her position of trust and power,” Kadien said.

"It's unsettling, it's sad it seems like it's happening more, if it's being reported more or if it's happening more, I dunno, it's hard to understand."

Footer is married with children. She has been teaching for more than twenty years. Her homepage on the school's website says, "This is my 22nd year of teaching and I am determined that it will be my best."

The school district has placed Footer on administrative leave and directed her not to be on school property.

Detective Kadien says further charges against Footer are pending. He says several more incidents occurred outside the city of Canandaigua and they are working with the Sheriff's office.

Footer has pleaded not guilty and is currently out on bail. She will be back in Canandaigua City Court on Friday.

Statement from Canandaigua City School District

Today (November 14, 2012), the Canandaigua City School District was informed that Lisa Footer, a teacher employed by the District, was arraigned in Canandaigua City Court and charged with criminal offenses involving her interactions with a District student.

Allegations of an inappropriate relationship between Ms. Footer and a student at Canandaigua Academy were first brought to the District's attention on Tuesday, November 13, 2012, by the Canandaigua City Police Department. The District immediately began cooperating with local law enforcement. The Canandaigua City Police Department has advised the District that there is no evidence of inappropriate behavior with a minor on school grounds. The District has placed Ms. Footer on administrative leave and directed her not to be on school property.

The District is reviewing its legal obligations and rights regarding Ms. Footer's employment with its attorney and will continue to cooperate with the Canandaigua City Police Department and the Ontario County District Attorney's Office. To protect the integrity of the investigation, the District cannot provide further comment at this time, but will do so, if appropriate, as the investigation progresses.
